This is the first part of a 歇後語 that has 未夠斤兩 as the hidden part. Literally, 二打六 refers to 2+6 = 8 taels = half catty, and that is not much in terms of catty and tael, i.e. 未夠斤兩. Figuratively, 未夠斤兩 means "low standard or status", usually referring to an unqualified person.
