(could mean "are you still a kid?" or "are you that cheap?" because it's just soy sauce and a fried egg on rice). 是但 originates from 肆憚 which sounds alike. 肆憚 combines with 無忌 to form the idiom 肆無忌憚. 無忌 means "anything can do" and 是但 takes this meaning.
