This is the first part of a 歇後語 which has 冇晒聲氣 as the second (not always hidden) part. 賣魚佬洗身 literally means "The fishmonger takes a bath". After the bath, he should have all the fish smell removed, i.e. 冇晒腥氣. The word 腥 is pronounced exactly like the word 聲 [seng1]. In Cantonese, 冇晒聲氣 means "no response/news" or "no hope of success".
