This is a two-part allegorical saying with 無髮(法)無天 as the unsaid part. There is a homophonic pun in 無髮 (without hair) which is pronounced exactly like 無法 (without law). There is also a double-sense pun in 無天 which means "unable to see the sky" (being obstructed by the umbrella) and "defying heaven".
