[1] salt water buildings: because of the expense of using fresh water, some public housing in Tseun Wan among other areas in the 1960s was built by contractors using untreated sea water for mixing concrete. In the 1980s the buildings were found to be deteriorating and proved dangerous.

This is related to 26座問題公屋醜聞 where in 1982, 26 public housing blocks built in the 1960s and 1970s were found to be substandard.
