This is the first part of a 歇後語 with as the second part. Being hare-lipped, he cannot pronounce the word 'gau' () properly. To his dog, the call sounds more like 'zau' (). So the more he calls, the farther it stays away.
This expression is mostly used on a disobedient kid who acts just the opposite of what he has been told to do.
